I think Bend, Oregon would be a great place for a themepark and waterpark. Sunriver resort is nearby, the weather is much hotter than at Silverwood and so the waterpark would be great. There are lots of tourists in Bend year round and I think an amusement park would be a great addition.

Honestly I've got mixed feelings about this idea. I do see your points, but while central Oregon does bring in a lot of tourism, I think it really is too far away from any major metropolitan area to host a successful theme park. I also know that in recent years the area has suffered a lot from lack of tourism due to 'these tough economic times'. Silverwood may be out in the middle of nowhere, too, but they still have Couer D'Alene and Spokane both within an hour. I think a water park would be a better route for central Oregon. Between the two, that's what I'd start with, and build from there.
Interesting thoughts, though.

It's been almost 20 years since I was in Bend and I've heard a lot has changed. Regardless, I just don't see it as a theme park kind of place. It seems to me that a theme park would clash with the image they're trying to project.
Though the weather is certainly better than north-north-north Idaho...
